China warns US to avoid trade confrontation

Speaking in Washington Tuesday at the conclusion of the China-U.S. trade summit, Chinese Vice Premier Wu Yi warned the U.S. not to pursue a ‘blame game’ in continued trade negotiations. “We should not easily blame the other side for our own domestic problems,” Wu said, speaking through an interpreter. “Confrontation does no good at all to problem-solving.”

The valuation of the Chinese Yuan has been closely tied to the U.S. Dollar for years. Critics charge that this resulted in a relatively low value, making Chinese goods cheaper in the U.S., contributing to the current trade imbalance that favours China.

Although the Chinese government expanded the band in which the Yuan can float (relative to the U.S. Dollar) from 0.3 percent to 0.5 percent last Friday, critics say the measure doesn’t go far enough to address the U.S. trade deficit. Members of the U.S. Congress have blamed China’s policy of currency manipulation for the rising trade imbalance and a 16 percent drop in manufacturing jobs since 2000. In 2006, U.S. imports from China exceeded exports by US$232.5 billion, almost one third of the total trade deficit of US$765.3 billion.

In April, the U.S. Department of Commerce filed a WTO piracy complaint against China. Subsequently, China has agreed to talks and has issued some internal guidelines to address the issue. Wu said that both sides should “firmly oppose trade protectionism.” She said that any effort to “politicize” the economic relationship between the two nations would be “absolutely unacceptable.”

“The Chinese government will agree to U.S. demands” on piracy, predicted Albert Louie, in April, about the upcoming talks. Louie is the managing partner of A. Louie Associates, an anti-piracy company in based in China. “There is no question the government wants to crack down on counterfeiters. What remains in question is the consistency of enforcement,” he added.

The U.S. delegation also highlighted food safety as a concern with imports from China. The example of melamine-tainted pet food ingredients imported from China recently was used as an example of weak health and environmental controls in China. U.S. trade delegate Susan Schwab said the issue of food safety was raised by Agriculture Secretary Mike Johanns and Health and Human Services Secretary Michael Leavitt. “This is not necessarily reflective of more protectionism or anti-Chinese sentiment, but rather that there are concerns there and we need to be responsive,” said Schwab.

It is hoped that breakthroughs will be reached on issues such as U.S. complaints of high Chinese import duties on U.S. energy technology products and the restriction on U.S. airline flights to China.

In the US Congress, a number of potential bills that would impose trade restrictions on China, are being pursued. Recently, a trade panel voted to impose a 44.3 percent tariff on polyester imports. Meanwhile, the Bush administration increased duties on certain types of glossy paper from China. A bill imposing 27 percent tariff on all Chinese goods has been proposed in Congress but hasn’t yet passed.

“The frustration that I and many of my colleagues in the Senate feel is that China is not satisfying its obligations as a member of the WTO and as a major beneficiary of open trade,” wrote Charles Grassley, chairman of the Senate Finance Committee, in a letter sent to Wu in advance of the summit.

Spelling error appears on Medill School of Journalism diplomas

On Saturday, Northwestern University’s Medill School of Journalism in Chicago issued diplomas which misspelled the word integrated in “Medill School of Journalism, Media, Integrated Marketing Communications”. Around 30 diplomas out of 250 distributed contained the spelling error, “itegrated”.

In an e-mail quoted by Chicago Tribune, department lecturer Desiree Hanford said, “The diplomas are issued by the university, so we will work with the [university] registrar’s office Monday to provide new diplomas to these students”.

Inside Higher Ed said some alumni had objected to the program’s name change several years ago, and found the current situation amusing given their opposition to including integrated in the program’s name.

The journalism program has a grading policy called the “Medill F”, where assignments that contain an error such as having a spelling error result in the assignment being failed. Graduating student Kit Fox, according to the Chicago Tribune, said of the Medill F, “When as a freshman you hear about it for the first time, it sounds extremely harsh. It sounds almost unfair…And then you look at the stakes of what journalism is, and you realize it’s much more forgiving than what happens in the real world.” He also told FOX 32 News, “Maybe it was just one last edit test for us grads, or just some fantastic irony”.

Recalled pet food found to contain rat poison

In a press release earlier today, New York State Agriculture Commissioner Patrick Hooker, along with Dean of Cornell University’s College of Veterinary Medicine Donald F. Smith, confirmed that scientists at the New York State Food Laboratory identified Aminopterin as a toxin present in cat food samples from Menu Foods.

Menu Foods is the manufacturer of several brands of cat and dog food subject to a March 16, 2007 recall.

Aminopterin is a drug used in chemotherapy for its immunosuppressive properties and, in some areas outside the US, as a rat poison. Earlier reports stated that wheat gluten was a factor being investigated, and officials now state that the toxin would have come from Chinese wheat used in the pet food, where it is used for pest control. Investigators will not say that this is the only contaminant found in the recalled food, but knowing the identity of the toxin should assist veterinarians treating affected animals.

The Food Laboratory tested samples of cat food received from a toxicologist at the New York State Animal Health Diagnostic Center at Cornell University. The samples were found to contain the rodenticide at levels of at least 40 parts per million.

Commissioner Hooker stated, “We are pleased that the expertise of our New York State Food Laboratory was able to contribute to identifying the agent that caused numerous illnesses and deaths in dogs and cats across the nation.”

The press release suggests Aminopterin, a derivative of folic acid, can cause cancer and birth defects in humans and can cause kidney damage in dogs and cats. Aminopterin is not permitted for use in the United States.

The New York State Food Laboratory is part of the Federal Food Emergency Response Network (FERN) and as such, is capable of running a number of unique poison/toxin tests on food, including the test that identified Aminopterin.

Australia: Victoria lockdown extended by a week with 85 active cases recorded

Yesterday, with 85 active cases of COVID-19 in the Australian state of Victoria, Premier Daniel Andrews has extended the state’s current lockdown by a week until July 27 at 11:59 p.m. (0159 UTC).

Since a five-day lockdown was first announced last Thursday, cases have been recorded in areas across Victoria, including Phillip Island, Mildura and Barwon Heads. Notably, Mildura’s COVID-19 case, which was recorded on Sunday, is their first in 15 months. Thirteen new cases of coronavirus were recorded in Victoria yesterday.

Red zone travel permits, required for residents of New South Wales and the Australian Capital Territory for entry into Victoria, are temporarily paused. Andrews said that while this decision would “cause a real challenge for many people”, he justified this decision by saying that “things are too unstable—too uncertain and frankly out of control from a virus point of view in Sydney”.

State health minister Martin Foley stated, “We’ve had thousands of Victorians return from New South Wales in recent weeks, but with the situation escalating, the recent incursions and the increased infectiousness of the Delta variant, we must act to protect Victoria and temporarily pause Red Zone Permits.”

Restrictions remain the same from the initial Thursday announcement. Under the regulations, there are only five reasons to leave home: for food and supplies; exercise; care or caregiving; work or education, if not possible from home; and to be vaccinated against COVID-19. In exercising, people cannot go more than 5 kilometers (3 mi) away from their home, and for no more than two hours. The vaccination should be administered at the nearest possible location. Face masks remain mandatory both outdoors and indoors, except at home.

A press release from the premier’s office said the COVID-19 Delta variant is moving “faster than anything Victoria’s public health experts have seen before”, adding as a result “we need to limit movement for a longer period of time”. The press release also noted over 15 thousand close contacts of cases in quarantine, over 250 exposure sites across the state, and the COVID-19 daily case numbers remaining in double digits.

2020 Melbourne Lord Mayor candidate Wayne Tseng answered some questions about his campaign for the upcoming election from Wikinews. The Lord Mayor election in the Australian city is scheduled to take place this week.

Tseng runs a firm called eTranslate, which helps software developers to make the software available to the users. In the candidate’s questionnaire, Tseng said eTranslate had led to him working with all three tiers of the government. He previously belonged to the Australian Liberal Party, but has left since then, to run for mayorship as an independent candidate.

Tseng is of Chinese descent, having moved to Australia with his parents from Vietnam. Graduated in Brisbane, Tseng received his PhD in Melbourne and has been living in the city, he told Wikinews. Tseng also formed Chinese Precinct Chamber of Commerce, an organisation responsible for many “community bond building initiatives”, the Lord Mayor candidate told Wikinews.

Tseng discussed his plans for leading Melbourne, recovering from COVID-19, and “Democracy 2.0” to ensure concerns of minorities in the city were also heard. Tseng also focused on the importance of the multi-culture aspect and talked about making Melbourne the capital of the aboriginals. Tseng also explained why he thinks Melbourne is poised to be a world city by 2030.

Tseng’s deputy Lord Mayor candidate Gricol Yang is a Commercial Banker and works for ANZ Banking Group.

Currently, Sally Capp is the Lord Mayor of Melbourne, the Victorian capital. Capp was elected as an interim Lord Mayor in mid-2018 after the former Lord Mayor Robert Doyle resigned from his position after sexual assault allegations. Doyle served as the Lord Mayor of Melbourne for almost a decade since 2008.

Telecommunications processors such as modems, multiplexers, bridges, front-end processors, and other devices perform a variety of support functions between the terminals and computers in a telecommunications network. Let’s take a look at some of these devices and their functions.

Modems. Modems are the most common type of communications processor. They convert the digital signals from a computer or transmission terminal at one end of a communications link into analog frequencies, which can be transmitted over ordinary telephone lines.

A modem at the other end of the communications line converts the transmitted data back into digital form at a receiving terminal. This process is known as modulation and demodulation, and the word modem is a combined abbreviation of those two words.

Modems come in several forms, including small stand-alone units, plug-in circuit boards, and micro electric modem chips. Many modems also support a variety of telecommunications interface functions, such as transmission error control, automatic dialing and answering, and a faxing capability.

Modems are used because ordinary telephone networks were primarily designed to handle continuous analog signals (electromagnetic frequencies), such as those generated by the human, voice over the telephone.

Since data from computers are in digital form (voltage pulses), devices are necessary to convert digital signals into appropriate analog transmission frequencies and vice versa.

However, digital communications networks that transmit only digital signals and do not need analog/digital conversion are becoming commonplace. Since most modems also perform a variety of telecommunications support functions, modems may still be needed in digital networks.

Multiplexers. A multiplexer is a communications processor that allows a single communications channel to carry simultaneous data transmissions from many terminals. Thus, a single communications line can be shared by several terminals.

Typically, a multiplexer merges the transmissions of several terminals at one end of a communications channel, while a similar unit separates the individual transmissions at the receiving end.

This is accomplished in two basic ways. In frequency division multiplexing (FDM), a multiplexer effectively divides a high-speed channel into multiple slow speed channels. In time division multiplexing (TDM), the multiplexer divides the time each terminal can use high-speed line into very short time slots, or time frames.

The most advanced and popular type of multiplexer is the statistical time division multiplexer, most commonly referred to as a statistical multiplexer. Instead of giving all terminals equal time slots, it dynamically allocates time slots only to active terminals according to priorities assigned by a telecommunications manager.

Internetwork Processors. As we have previously mentioned, many local area networks are interconnected by internetwork processors such as bridges, routers, hubs, or gateways to other LANs or wide area networks. A bridge is a communications processor that connects two similar LANs, that is, LANs based on the same network standards or protocols.

A router is a communications processor that connects LANs to networks based on different protocols. A hub is a port switching communications processor. Advanced versions of hubs provide automatic switching among connections called ports for shares access to a network’s resources.

LAN workstations, servers, printers, and other LAN resources are connected to ports, as are bridges and routers provided by the hub to other LANs and WANs. Networks that use different communications architectures are interconnected by using a communications processor called a gateway.

All these devices are essential to providing connectivity and easy access between the multiple LANs within an organization and the wide area networks communications channel. In many cases, star networks take the form of hierarchical networks.

In hierarchical networks, a large headquarters computer at the top of the company’s hierarchy is connected to medium-size computers at the divisional level, which are connected to small computers at the departmental or work group level. A variation of the ring network is the mesh network.

This uses direct communications lines to connect some or all of the computers in the ring to each other. Another variation is the tree network, which joins several bus networks together.

In most cases, distributed processing systems use a combination of star, ring, and bus approaches. Obviously, the star network is more centralized, while ring and bus networks have a more decentralized approach. However, this is not always the case.

For example, the central computer in a star configuration may be acting only as a switch, or message-switching computer, that handles the data communications between autonomous local computers.

Star, ring, and bus networks differ in their performances, reliabilities, and costs. A pure star network is considered less reliable than a ring network, since the other computers in the star are heavily dependent on the central host computer.

If it fails, there is no backup processing and communications capability, and the local computers will be cut off from the corporate headquarters and from each other. Therefore, it is essential that the host computer be highly reliable. Having some type of multiprocessor architecture to provide a fault tolerant capability is a common solution.

Star network variations are common because they can support the chain-of-command and hierarchical structures of most organizations. Ring and bus networks are most common in local area networks. Ring networks are considered more reliable and less costly for the type of communications in such networks. If one computer in the ring goes down, the other computers can continue to process their own work as well as to communicate with each other.

Out of space in outer space: Special report on NASA’s ‘space junk’ plans

A 182-page report issued September 1 by the United States National Research Council warns that the amount of debris in space is reaching “a tipping point”, and could cause damage to satellites or spacecraft. The report calls for regulations to reduce the amount of debris, and suggests that scientists increase research into methods to remove some of the debris from orbit, though it makes no recommendations about how to do so.

NASA sponsored the study.

A statement released along with the report warns that, according to some computer models, the debris “has reached a tipping point, with enough currently in orbit to continually collide and create even more debris, raising the risk of spacecraft failures”. According to the Satellite Industry Association, there are now about 1,000 working satellites in Earth orbit, and industry revenues last year were US$168 billion (£104.33 billion,€119.01 billion).

The debris consists of various objects, such as decommissioned satellites and exhausted boosters, but the vast majority of the particles are less than one centimetre across. 16,094 pieces of debris were being tracked as of July, although estimates put the current number at over 22,000. The total number of fragments is thought to be as high as tens of millions. While most of the debris is very small, some of it is travelling at speeds as high as 17,500 mi h-1 (28,164 km h-1; 7,823.3 m s-1).

The International Space Station sometimes has to dodge larger fragments, and in June its crew was forced to prepare to evacuate due to a close encounter with debris.

The UK Space Agency told Wikinews that space flight “is likely to be made more difficult” by the debris. However, communications will “[n]ot directly” be affected, “but if the GEO ring became unusable, there is no other altitude at which objects appear [‘]geo-stationary[‘] and so all antennas on the ground would then have to move in order to track the motion of the satellites”.

Donald J. Kessler, the lead researcher and former head of NASA’s Orbital Debris Program Office, said that “[t]he current space environment is growing increasingly hazardous to spacecraft and astronauts,” and suggested that “NASA needs to determine the best path forward for tackling the multifaceted problems caused by meteoroids and orbital debris that put human and robotic space operations at risk.”

Two events are thought to be the largest individual sources of space debris. Kessler said that “[t]hose two single events doubled the amount of fragments in Earth orbit and completely wiped out what we had done in the last 25 years”.

The first of these was a controversial 2007 Chinese anti-satellite weapon test, which smashed the decommissioned weather satellite Fengyun-1C into approximately 150,000 fragments over a centimetre in size—making up roughly twenty percent of all tracked objects—537 miles above the Earth’s surface.

The Chinese government has so far failed to respond to Wikinews’s queries regarding the incident.

The other is a 2009 collision between twelve-year-old active satellite Iridium 33 and the defunct Russian Strela-2M satellite Kosmos-2251—both weighing in excess of 1,000 lbs (454 kg)—that occurred 490 miles over Siberia, the first such collision. The Iridium satellite was replaced within 22 days, according to Iridium Communications, who operated it.

We believe this is a substantial first step in better information sharing between the government and industry and support even more robust interaction which can provide better and more efficient constellation operation.

In a statement released to Wikinews, Iridium Communications said that they “received no warning of the impending collision. Although commercial projections of close encounters (commonly called conjunctions) were available, the accuracy of those projections was not sufficient to allow collision avoidance action to be taken.” They also made the assurance that the Air Force Space Command and United States Strategic Command now provide them with information through the Joint Space Operations Center, and that “when necessary, [they] maneuver [their] satellites based on this information to avoid potential collisions. [They] believe this is a substantial first step in better information sharing between the government and industry and support even more robust interaction which can provide better and more efficient constellation operation.”

Iridium expressed their support for “[l]ong-term investment to improve Space Situational Awareness” and “[i]mproved information sharing between industry and the U.S. government”, as well as more “[g]overnment support for policy and processes which would permit sharing of high-accuracy data as required to allow reliable assessment and warning” and “[i]ncreased cooperation between the government and U.S. and foreign commercial operators.”

They maintained that “the Iridium constellation is uniquely designed to withstand such an event. Because of the resilient and distributed nature of the Iridium constellation, the effects of the loss of a single satellite were relatively minor”, and that “any other system, commercial or military, which experienced the loss of a satellite, would have suffered significant operational degradation for a period of months if not years.” Nonetheless, the company is “concerned over the increasing level of risk to operations resulting from the debris in space.”

The report makes more than thirty findings, and more than twenty recommendations to NASA. None of the recommendations regard how to clean up the debris. However, it does cite a report by the Defense Advanced Research Projects Agency (DARPA), which suggested various possible techniques for catching and removing space debris, such as magnetic nets.

However, international law does not allow one country to collect another’s debris. George J. Gleghorn, vice chair of the committee, observed that “[t]he Cold War is over, but the acute sensitivity regarding satellite technology remains”.

The debris will, in time, be pulled into the earth’s atmosphere—where it will burn up—by gravity, but more debris is being created faster than this can happen.

The report recommends collaborating with the United States Department of State on “economic, technological, political, and legal considerations.” As already mentioned, international law does not allow one country to collect another’s debris.

It is best to treat the root cause, the presence of debris in orbit, and remove the large objects before they can break up into many thousands of uncontrolled fragments capable of destroying a satellite on impact.

According to the report, “[t]he problem of space debris is similar to a host of other environmental problems and public concerns characterized by possibly significant differences between the short- and long-run damage accruing to society … Each has small short-run effects but, if left unaddressed, will have much larger impacts on society in the future.”

A spokesperson for the UK Space Agency told Wikinews that the organisation “does not have any plans to get directly involved with [the clean-up] initiative but through its involvement with NASA in the Inter-Agency Space Debris Coordination Committee, it is conducting studies to identify which objects present the biggest hazard and how many objects may need to be removed and from where.” It says that the viability of such an operation is “a question of treating the symptom or the cause of the problem. Building more physical protection is costly and if the environment deteriorates too far, becomes unviable. The spokesperson also pointed out that “[u]nder current licensing regimes (such as in the UK), countries are now obliging operators to remove satellites from crowded regions of space at the end of operational life”.
